Slough is largely interwar and post-war housing, much of it built for workers on the trading estate, with concrete tiles predominating and newer development mixed in. Roof forms are simple and consistent, which makes assessment straightforward.
Concrete interlocking tiles of that generation go porous and start delaminating at the surface. They keep water out for a long time after they start looking rough, so appearance on its own is a poor guide to whether they need replacing.

Before you ring, jot down the postcode, which part of the roof is affected and when you first noticed it. If the weather changes what happens indoors, mention that too. Photos from the ground or the loft help. Never climb up on a wet roof.
Trace water from the lowest roof courses into the gutter rather than assessing each part separately.
Confirm outlets and downpipes are clear and connected correctly.
Inspect for cracked, displaced or poorly detailed coverings that may be feeding the overflow.

Not necessarily. Surface weathering on concrete tiles looks worse than it performs. What matters is whether they are cracked through, whether the fixings still hold, and what the underlay beneath is doing.

Line by line, not on the total. Check what each quote includes for stripping out, materials, scaffold or access, skips and guttering. The cheap one is often cheap because something is missing from it.
